THE
REQUEST
Dear Sir,
We route you the PETITION to operations of
official Departments of Ukraine, which are transgressing «the Convention on Human Rights », which one
is ratified of Supreme Rada Ukraine.
We directed the letter to the
Extraordinary and Plenipotentiary Ambassador of USA of Ukraine to Mister to
John Herbst 26.09.2003 years, which one
had received in Embassy of USA in Ukraine 30.09.2003 years (there is an
assurance of receipt for № 3 with paintings of the convener about
receiving). In the letter we informed mister of the Ambassador on creation of
Civil International Committee and about expediency of our meeting with him.
But any answer behind a signature neither
mister of the Ambassador, nor worker of embassy of USA we till now have not
received.
We also directed the letter to the
Extraordinary and Plenipotentiary Ambassador of USA of Ukraine to Mister to
John Herbst 6.11.2003 years, which one had received in Embassy of USA in
Ukraine 10.11.2003 years (there is an assurance of receipt for № 82 with
paintings of the convener about receiving; the receipt of dispatch of the
registered mail for №7015 from 6.11.2003). In the letter we informed Mr.
Ambassador on our guidelines in International Biographic Center of Cambridge,
England, and also appealed for(asked) to transmit a copy made the guideline to
the citizens of USA.
But any answer behind a signature neither
mister of the Ambassador, nor worker of embassy of USA we till now have not received.
We also directed the letter to the
Extraordinary and Plenipotentiary Ambassador of USA of Ukraine to Mister to
John Herbst 12.03.2004 years (there is a Receipt of dispatch of the registered
mail for №9226 from 12.03.2004). In which one we appealed for(asked)
mister of the Ambassador to transmit our congratulation on behalf of Civil
International Committee to a Managers of
USA in connection with successful implementation of the project on
research of Mars, and also the Report of Azov Department of AES&E, IESCR
and CICГ for № 16 was sent to mister
to the Ambassador, with the contents which one we wanted to acquaint Mr. of
John Herbst.
However, any answer neither from mister of
the Ambassador, nor hand of the worker of embassy of USA we till now have not
received. In last letter by us was specially underlined, that for want of the
answer from the workers of Embassy of USA in Ukraine we shall address in
European Court on the Human Rights with the petition to delay of the
correspondence.
We are sure, that mister Ambassador of USA
in Ukraine answer on one of three calls of the Chairman of Civil International
Committee and his assistant can. Only by delay of the correspondence or the
full absence of the letters in Embassy of USA in Ukraine from us It can be explained.
We have not received any letter from Embassy of USA in Ukraine.
We have bad experience, when such delay of
the correspondence was carried out in 2000 and in Embassy of USA in Ukraine
nothing knew about our letters, despite of receiving by us of the assurances of
receipt to the Embassy of USA in Ukraine.
Therefore we ask you to restore
validity (legality) and to demand of
State frames of Ukraine of observance(holding) «the Conventions on the Human
Rights», which one was ratified of Supreme Rada Ukraine.
We ask to insist to, that our letters were
transferred(handed) to mister to the Ambassador of USA of Ukraine to John
Herbst, and his answers were transferred(handed) to us.

АЭНПД, ИЭСКИ
и ГМК
за № 16, с
содержанием
которого мы
хотели
ознакомить
г-на
Джона
Хербста.
Однако,
никакого
ответа ни от
господина Посла,
ни за
подписью
работника
посольства США
мы до
настоящего
времени не
получили. В последнем
письме нами
специально
подчеркивалось,
что при
отсутствии
ответа от
работников
Посольства
США в Украине
мы будем обращаться
в
Европейский
Суд по Правам
Человека с
жалобой на
задержку
корреспонденции.
Мы
уверены, что
не может
господин
Посол США в
Украине не
ответить ни
на одно из
трех обращений
Председателя
Гражданского
Международного
Комитета и
его
заместителя. Только
задержкой
корреспонденции
может быть
объяснено
полное
отсутствие
писем из
Посольства
США в
Украине в наш
адрес.
У нас
есть
печальный
опыт, когда
такая задержка
корреспонденции
была
осуществлена
в 2000 году и в
Посольстве
США в Украине
ничего не
знали о наших
письмах,
несмотря на
получение
нами уведомлений
о вручении их
работникам
Посольства
США в
Украине.
Поэтому
просим Вас
восстановить
законность и
потребовать
от
государственных
структур
Украины
соблюдения
«Конвенции
по правам
Человека»,
которая была
ратифицирована
Верховной
Радой
Украины.
Просим
настоять на
том, чтобы наши письма
были
переданы
господину
Послу США в Украине
Джону
Хербсту, а
его ответы
были переданы
нам.

Dear Mister Herbst,
We route you the third letter. In the
first letter we appealed for(asked) you to pay attention to activity of new
international organization - Civil International Committee on preparation of a
world(global) public opinion for realization of the First World-wide Congress
of a Spiritual Unification in New York. By the second letter we have sent you
the guidelines of the Member of exploratory advice of International Biographic
Association (Cambridge, England) and member of Exploratory Department of the
Advisers of the American Biographic Institute (Northern Carolina, USA), the Dr.
Valery Vasiljev and appealed for(asked) to transmit its to President of
USA George Bush. It is necessary to
mark, that we obtain the acknowledgements of receipt in your office of our
letters (30.09.2003 and 10.11.2003) and we hope, that you are already familiar
with their contents.
By the third letter we want to you to
transmit for the President of USA George Bush the text of our congratulation
with successful implementation of the space program of USA, which one is
already located on our INTERNET - PAGE WWW.CIC-WSC.org in Documentation's N 28.
By the way, the guidelines of Dr Valery Vasiljev *, directional to you by the
second letter, are located on same INTERNET - PAGE (see WWW.CIC-WSC.org in
Documentation's N 7).
We sincerely wish successes the Great
American People in creation of the economic base of SOLIDARITY of the peoples
of all World and in mastering by him of Space. We are deeply convinced - that,
having elected the President of USA George Bush - the Americans will make the
most Right selection (!), which one will help to all states on a planet to
reach the best FUTURE for the citizens.
We shall be grateful to you, if, despite
of the tight operating schedule in Ukraine, you can find time for an occurring
with us.

For want of an assurance of receipt by you of our letter we shall inform
European Court under the Rights of the Person (Strasbourg) on
violation(disturbance) of the Convention under the Rights of the Person in
Ukraine (absence of freedom of correspondence).

Dear Sir,
The activity of our Civil International
Committee (CIC) leaves on a new level due to implementation of the project
of the First Vice-Chairman CIC, Dr Ernesto Garcia (Spain), which one already
informed all carrying on news agencies of a world on creation Web-page of Civil International
Committee www.CIC-WSC.org (see appendices).
We consider(count) indispensable to
discuss fundamental issues of our activity with carrying on political and
public figures of a World. Specially, it is necessary to discuss a complex
actual intelligently - spiritual of shares, bound with counteraction(reaction)
to international terrorism, degradation of the moral bases(fundamentals) and
loss of confessor in locales of a series of countries.
Just, the concrete socially-economic
minings Mariupol academic objective& - labour economic school also are
directed(directional) on counteraction(reaction) to these negative tendencies,
which one we aim actively to keep (look positive conclusions). But it only
minor part of that circle of problems, which one require(demand) discussion.
Therefore we shall to You be grateful, if,
despite of the tight operating schedule in Ukraine, You can find time for an
occurring with us and discussion of problems, which one require(demand) Your

Dear Sir,
We with you live in very composite, but
interesting time.
The world by 1950 has overcome the danger
untyings global conflicts.
The world managed to overcome a paralysis
of pavor by 1986 which is holding down the initiative of the whole peoples in
an acute phase of cold war.
Today world has overcome hazard of a
global terror started September 11, 2001 and stopped to January 20, 2003, due
to bravery of the President and Prime Minister (Report “State of Union ”).
However consequences of information wars,
which one frequently carry out(conduct) some mass media, are not overcome yet
in consciousness of many groups of the population of the states of East Europe.
Many negative qualities have assigned to the President of USA George Bush, to
the prime Minister of England Tony Bler, Chiefs of countries of West and even
to the chiefs of religions (personally John Paul II) etc. There is no
objectivity in estimations frequently even in official issuings.
Therefore fact of a positive impartial
assessment of a role of the person of the President of USA George Bush, and
also John Paul II on the part of member of exploratory Advice of International
Biographic Association (Cambridge, England), member of a Research Board of the
Advisers of the American Biographic Institute (North Carolina, USA) VALERY
ALEXANDROVICH VASILJEVЕВА
- is very relevant, as actual and well-timed PRECEDENT of worthy imitating,
which one in practice reduces(descends) psychologic barriers of
misunderstanding and confrontation.
Main today is that the management(manual)
of Civil International Committee already has evaluated this step (look the
Letter of First Vice-Chairman CIC, Dr Ernesto Garcia, Spain). We are convinced,
that this Precedent will have followers in all states of Europe.
The psychologic atmosphere in a world
steadily changes to best. But to change its the people feeling the
responsibility for all of a civilization owe. In itself nothing happens. The
intelligently- spiritual Labour of hundreds Outstanding Persons is
indispensable targeted. And despite of activity of dark forces, the number of
the free and easygoing people grows in all countries.
We on the experience know, how for the
working person the moral support is relevant.
We are sincerely grateful to our colleagues in Spain, England, Francium,
USA, Francium, Poland, Indium, Canada, Australia, Italy, Greece, Serbia,
Germanium, Argentina for those efforts, which one they have expended and expend
on moral support of our ideas and initiatives.
Therefore we ask to transmit our guidelines to the President of USA
George Bush. Let this Outstanding Person knows, that him sincerely support even
in East Europe.
